Overview

The American Legislative Exchange Council (ALEC) is a national nonprofit organization founded in Chicago in 1973. It is the largest nonpartisan membership organization for state legislators in the United States, representing nearly one-quarter of the country's state legislators and over 60 million Americans. ALEC's mission focuses on promoting limited government, free markets, and federalism.

ALEC primarily drafts and disseminates model state legislation through task forces that include state legislators and corporate representatives. These task forces collaborate on various policy areas, such as civil justice, education, health services, and tax policy. Once completed, the model legislation is approved by ALEC's membership and governing board before being shared with state legislators. The organization has a significant track record, with its model legislation introduced in state legislatures thousands of times and many bills enacted into law.
