The organization prioritizes internal security as a fundamental pillar of stability and dedicates significant efforts to ensure the safety, security, and peace of mind for all citizens and residents. Since its inception in 1955 as the "Extinguishing Police Section," it responded to the country’s development and construction boom by expanding personnel and equipment to meet rising demands.

In the early 1970s, the fire fighting section was strengthened by recruiting specialized officers and trained personnel in fire fighting, rescue, ambulance services, and civil defense activities. In 1991, it was renamed the "Civil Defense Department" and, to align with the nation’s comprehensive renaissance, adopted its current organizational structure under the "General Directorate of Civil Defense" in 2005 by ministerial decree.
