Overview

The Housing Authority of the City of Los Angeles (HACLA) is a public agency established in 1938, making it one of the oldest housing authorities in the United States. HACLA provides the largest stock of affordable housing in Los Angeles, owning 164 properties with 13,335 housing units that serve approximately 212,723 residents as of 2024.

Its mission focuses on offering affordable housing options to low-income families, seniors, and individuals with disabilities. The agency oversees various subsidized housing programs, including public housing communities, Section 8 Housing Choice Vouchers, and the Shelter Plus Care Program for homeless individuals and families with disabilities. HACLA also operates WorkSource Satellite Centers, which provide social services and employment assistance to residents, and is funded through sources such as HUD operating subsidies and rent from public housing residents.
